Data Specialist


You will be part of a dynamic, multi-disciplinary team that will be actively involved in conceptualising qualitative and quantitative research studies at the Ministry of National Development (MND).

You will be responsible for the management of the MND Business Analytic System (BAS) which is a primary data warehouse and platform for meeting the organisation’s data needs. You will take up the database administrator roles, facilitate data transfers with other data agencies, build knowledge base on the BAS datasets, update and implement data governance guidelines and monitor user access and activity.

In the course of your work, you may work with fellow research colleagues in data analytic projects and identify and address data issues. You will also help to enhance the BAS over time through longer-term strategic reviews, and introducing and equipping the team with new technology, applications and software required for our research work. You will work closely with colleagues, stakeholders and commercial vendors in your role as a data specialist. The specific roles are listed below:

  • Manage MND’s data warehouse to ensure that data residing within is suitable for research and management reporting purposes
  • Develop strong knowledge of existing data architecture, to review and upgrade the data architecture where necessary
  • Consolidate and provide guidance to users on the business rules of data during preparation, analysis and interpretation
  • Work closely with data administrators to facilitate data sharing arrangements between MND and other agencies
  • Manage user access rights and monitor activity – create and disable accounts, monthly checking of user access logs
  • Maintain a high standard of data governance that is in line with the regulations and standards set at the whole of government level
  • Knowledge management and retention on BAS related matters
  • Prepare and update data visualisation dashboards
  • Assist researchers with the preparation of statistics, reports and presentation slides
  • Assist with GIS-related data preparation and analysis involving the use of geospatial data and software such as ArcGIS.


  • Qualifications and/or relevant experience in data management and analytics:  Computer Science, Data Science/Analytics, or related disciplines
  • Experience in handling large datasets (e.g. merging data, transforming data), software programming, data analytics, visual analytics (e.g. creating dashboards), use of GIS, and sense-making of both structured and unstructured data
  • Deep knowledge in SQL, Informatica, SAS, R, Python and/or Tableau
  • Excellent communication and engagement skills
  • Relevant work experience in similar roles would be preferred.
